Description: Ukraine Humanitarian Needs and Response Targets (Ukraine 2025 HNRP).1) The dataset is produced by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in collaboration with humanitarian partners. It presents the number of people in need (PiN), the severity of those needs, the activities of the planned response, and the planned number of people to be reached for humanitarian assistance in Ukraine, as explained in the 2025 Humanitarian Needs and Response Plan (HNRP).2) The data provided herein should be interpreted and used according to the Ukraine 2025 HNRP.3) The data sources and methodology for the derivation of the PIN and severity are explained in Annex 4.3 of the Ukraine 2025 HNRP, "Analysis Methodology, Data Sources & Findings," which includes the description and sources of the baseline population estimates.4) The basis of the response planned reach and additional details about activities are provided in the Ukraine 2025 HNRP and Annex 4.4, "Unit-Based Response Framework and Monitoring Plan."
